How to get a possession certificate in Kerala

    Check that the land tax account is current and in your name

    The Village Officer works from the revenue record. If the tax receipt is in a parent’s or a seller’s name, the certificate cannot issue in yours — complete mutation first, see /guides/pokkuvaravu-mutation-kerala, and pay the tax at /guides/kerala-land-tax-online.

    Gather the documents

    Identity proof (Aadhaar, voter ID), the latest land tax receipt, and proof of ownership — the registered deed, plus the legal heir certificate where the land came by inheritance. An attorney holder applying for an owner abroad attaches the registered Power of Attorney.

    File on e-District or through Akshaya

    Apply at edistrict.kerala.gov.in, or hand the papers to an Akshaya centre which files it for you and gives a receipt with the application number. Enter the survey number, sub-division and extent exactly as the deed and the tax receipt state them.

    The Village Officer verifies

    The office checks the thandaper and the survey record and, where required, inspects the site. Being reachable by phone at this stage is what keeps the file to a week.

    Track and download

    Follow the application number on e-District. Once issued, download the certificate from the same login, or collect it from the Akshaya centre that filed it. Keep the PDF — loan and permit files usually want a recent one.

Fees are revised by government order and the per-page element depends on the length of the certificate; the amount quoted at the counter or on the portal is the one that applies.

What it is for

Where a possession certificate is actually required

  • Bank loans against land. Lenders pair it with the title deed and the encumbrance certificate as evidence that the borrower holds the property.
  • Land conversion. Form 6 and Form 7 files under the Paddy Land and Wetland Act list it among the enclosures — see /services/real-estate/land-conversion.
  • Building permits. Panchayats and municipalities commonly ask for it with the site plan before issuing a permit.
  • Government schemes and subsidies. Agricultural and housing schemes use it to confirm the applicant holds the land they are claiming for.
  • Partition and family settlement. It records who is in possession of which portion before the shares are formalised.

Problems

Why applications get rejected or delayed

Tax receipt in another name

The commonest rejection. Mutation has not been done, so the record does not show the applicant as the holder.

Extent does not match

After the digital resurvey the recorded extent may differ from the deed. The Village Officer certifies the record, not the deed — reconcile it first at /services/real-estate/digital-resurvey.

Disputed possession

If a neighbour or a relative claims the same ground, the Village Officer will not certify possession and will report the dispute instead. That needs resolving before any certificate issues.

Survey number sub-divided

Where the plot is part of a larger survey number that was never formally sub-divided, the certificate may not describe your portion. A sub-division application comes first.

Applicant abroad

An owner outside India applies through an attorney holder; without a registered Power of Attorney the office will not accept the application.

Old certificate rejected as stale

Banks and local bodies typically want one issued recently. It is cheap and quick enough to re-apply rather than argue.
