Pokkuvaravu in Kerala
പോക്കുവരവ് — mutation, and the 2025 change that moved it before registration
Registering the deed makes you the owner. Pokkuvaravu is what makes the revenue records agree, and since May 2025 part of it has to happen before the sale is registered at all.
Pokkuvaravu is mutation — updating the Village Office thandaper so land tax, certificates and permits come in the new holder’s name after a sale, gift, partition or inheritance. In over 1,620 online pokkuvaravu villages the Sub Registrar now forwards the data to the Village Officer through ReLIS automatically once the deed is registered, and you track it on erekha.kerala.gov.in with the document number; elsewhere you apply to the Village Officer. Since 29 May 2025, in digitally surveyed villages the pre-mutation sketch and thandaper must be applied for on Ente Bhoomi before registration, uploaded within four days, and merged with the title deed at the Sub Registrar’s office. The fee starts at about ₹25 up to five acres, and the official timeline is thirty days against one to six months in practice.

Mutation now starts before registration, not after
For decades the sequence was fixed: register the sale deed, then apply to the Village Office to have the thandaper changed. The gap between the two steps is where a great deal of Kerala land trouble lived — buyers who registered a deed and never mutated, tax receipts running for years in a seller’s name, and a revenue record that disagreed with the register of deeds.
From 29 May 2025 that sequence changed in every village where the digital survey is complete. The buyer and seller now apply online on Ente Bhoomi for a digital pre-mutation sketch and the thandaper before going to the Sub Registrar. A surveyor inspects the property and prepares the sketch, the Village Officer verifies the thandaper, and both are to be uploaded within four days of the application. The two documents then merge with the title deed at the Sub Registrar’s office, so the deed that gets registered already matches the survey record.
The practical effect is that a sale in a resurveyed village cannot be rushed to registration in a week. Find out which regime your village is in
Three possibilities: a digitally surveyed village, where the pre-mutation sketch and thandaper come first; an online pokkuvaravu village, where the Sub Registrar forwards the file after registration; or a village still on the older manual route, where you apply to the Village Officer yourself. The Village Office will tell you in a phone call.

Clear the account before you start
Land tax must be paid up to date and the previous holder’s account in order. Arrears are the commonest reason a mutation file sits. Pay at /guides/kerala-land-tax-online.

Apply for the pre-mutation sketch and thandaper, if applicable
In digitally surveyed villages, apply on Ente Bhoomi before registration. The surveyor inspects, the Village Officer verifies, and the documents are uploaded within four days for merging with the deed at registration.

Register the deed
Stamp duty and registration fee are paid on the higher of fair value and consideration — see /tools/stamp-duty-calculator-kerala. In online pokkuvaravu villages the mutation data goes to the Village Officer from here automatically.

File the mutation application where it is not automatic
To the Village Officer of the village where the land lies, with the registered deed copy, the previous thandaper extract, the latest tax receipt, identity proof and a surveyor’s sketch if the parcel is being sub-divided.

Notice, inspection and order
The office issues notice, allows the objection period to run, inspects where required, and passes the mutation order. The thandaper is then updated and the tax account moves to your name.

Almost every residential transaction falls in the first slab, so the fee is trivial — the cost of mutation is time and follow-up, not money. An Akshaya centre charges its own service fee on top. Figures are revised by government order.
Why mutation files stall
Tax arrears on the account
The office will not move the registry while the previous holder’s demand is outstanding. Clear it first; it is usually a small amount.
A family objection
Another heir or a co-owner objects during the notice period. The Village Officer will not decide a title dispute — it has to be settled or taken to court.
Survey discrepancy
The resurvey extent differs from the deed, so the parcel in the deed does not match a parcel in the record. Correct the record first at /services/real-estate/digital-resurvey.
A missing link in the chain
An intermediate transfer was never registered or never mutated. The chain has to be reconstructed before the current transfer can be recorded.

What is pokkuvaravu in Kerala?
Pokkuvaravu (പോക്കുവരവ്) is mutation, or transfer of registry — moving the land into your name in the Village Office revenue records after you buy, inherit or receive it. Registering the deed at the Sub Registrar’s office transfers ownership; pokkuvaravu is the separate step that updates the thandaper so the land tax, certificates and permits come in your name.
Is mutation automatic after registration in Kerala?
Partly, and it depends on the village. In the online pokkuvaravu villages — over 1,620 of them — the Sub Registrar forwards the mutation data to the Village Officer through ReLIS as soon as the deed is registered, so the file starts itself and you track it rather than apply. Elsewhere you still apply to the Village Officer yourself. In either case the Village Officer has to process and order it; nothing updates without that.
What changed for mutation in May 2025?
From 29 May 2025, in villages where the digital survey is complete, the digital pre-mutation sketch and the thandaper must be applied for on the Ente Bhoomi portal before the sale is registered, not after. A surveyor inspects and prepares the sketch and the Village Officer verifies the thandaper, to be uploaded within four days of the application, and both are merged with the title deed at the Sub Registrar’s office. Mutation has moved from a post-purchase formality to a pre-registration requirement.
What documents are required for pokkuvaravu?
A copy of the registered deed, the previous thandaper extract, the latest land tax receipt, identity proof of the applicant, and a surveyor’s sketch where the parcel is being sub-divided. Inherited land also needs the death certificate and the legal heir certificate; an attorney holder applying for an owner abroad attaches the registered Power of Attorney.
What is the pokkuvaravu fee in Kerala?
The government fee is charged by the size of the holding: about ₹25 up to five acres, ₹50 for five to twenty acres, ₹100 for twenty to forty acres, ₹200 from forty acres to two hectares, and ₹500 above two hectares. Most residential transactions therefore pay the lowest slab. The Village Office quotes the current figure, and any Akshaya service charge is separate.
How long does mutation take in Kerala?
The official timeline is thirty days. In practice it runs from about one month to six, because the file includes a notice period for objections and a field inspection, and it stalls on tax arrears, family objections or a mismatch between the deed and the survey record. Following it up is what keeps it at the shorter end.
How do I check pokkuvaravu status online?
For deeds registered in the online pokkuvaravu villages, track the mutation on erekha.kerala.gov.in using the district, the Sub Registrar office, the year of registration and the document number. SMS updates go to the mobile number given at registration as the file moves between stages. Outside those villages, the Village Office holds the position.
What if the Village Officer refuses or the file stalls?
The usual causes are an objection from a family member, tax arrears on the account, a survey discrepancy after the resurvey, or a missing link in the chain of ownership. Each has a different remedy: clearing arrears, resolving the objection, correcting the survey record at /services/real-estate/digital-resurvey, or producing the missing deed. An order refusing mutation is appealable to the Tahsildar and then to the RDO.
