How to track a land conversion application on the Kerala Revenue Department’s online portal, what each stage means, how long it normally takes, and what to do when a file is stuck.

Check your application status online

Open the Revenue eServices portal
Go to revenue.kerala.gov.in — the Kerala Revenue Department’s ReLIS portal. Wait for the "Please wait" screen to finish loading (it can take 10–20 seconds). You do not need to log in to check a status.

Click "Application Status" in the top menu
It sits beside "Verify Land" and "e-Services Help". A small form titled Application Status opens with two fields: Service and Application Number.

Choose "Tharam Mattam" as the Service
The dropdown lists Thandapper Pakarppu, Location Map, Tharam Mattam, FMB and e-BTR. Tharam Mattam (തരം മാറ്റം) is the land-conversion / change-of-nature-of-land service — this is what a Form 6 or Form 7 application is tracked under.

Enter your application number and press Get
The number is in the format shown on the portal, e.g. 1/2022/1134 (serial / year / office code). It is printed on the acknowledgement receipt you received when the application was submitted, and appears in your Citizen Login dashboard if you applied online yourself.

Read the current stage
The result shows where the file is — with the Village Officer, the Agricultural Officer, the Local Level Monitoring Committee, or the Revenue Divisional Officer — and whether an order has been issued. Compare it with the stage table below to know what happens next and how long it normally takes.
Applying, rather than checking? New Form 6 / Form 7 applications are filed on the same portal through Citizen Login (registration is by mobile number and OTP), or at an Akshaya centre. The application number issued at submission is the one you track here.

Overall, Form 6 files we handle take 45–120 days and Form 7 files 90–180 days or more; Form 5 Data Bank removals take 30–90 days and are decided by the RDO on the Local Level Monitoring Committee’s report, so they do not always appear in the online tracker — follow those up with the RDO’s office directly.

Fee under Section 27A of the Kerala Conservation of Paddy Land and Wetland Act for land not in the Data Bank; fair value is the Registration Department’s notified value for the survey number. Confirm the current slabs with us before budgeting — they change by government order.
- Village Office first. Most delays are a pending field report or affidavit verification. Ask which report is outstanding.
- RDO’s office. Quote the application number; ask whether objections were received and whether a hearing date is fixed.
- Grievance. File a petition to the Revenue Minister through MITHRAM at lrd.kerala.gov.in, and watch for the department’s land-conversion adalats.

Form 5 applications are decided by the Revenue Divisional Officer on the Local Level Monitoring Committee’s report and are not always visible in the online Tharam Mattam tracker. Check with the RDO’s office (or the Village Office, which prepares the report) quoting your application number, or ask J Group to follow up on your behalf.
How many days does Kerala land conversion take after applying?
From cases we handle: Form 6 typically takes 45–120 days and Form 7 90–180 days or longer; Form 5 Data Bank removal takes 30–90 days. Files stall most often while waiting for the Village Officer or Agricultural Officer report and when neighbours object. The 2025 affidavit route for plots up to 25 cents that are not in the Data Bank has shortened many Form 6 cases.
The revenue.kerala.gov.in link is not working. What should I do?
The portal often shows a "Please wait" screen for 10–20 seconds and is slow in the evenings — wait for it to load rather than refreshing. If it still fails, try the Revenue eServices Android app, or call the State IT Cell – Revenue helpline on 8547610009. For the status of your specific file, the RDO’s office can also tell you over the phone.
My application has shown the same status for months. What can I do?
First ask the Village Office whether the field report or affidavit verification is pending. If the file is with the RDO for longer than the timelines above, you can file a grievance through MITHRAM (lrd.kerala.gov.in), attend the Revenue Department’s land-conversion adalats when they are announced, or seek professional follow-up. What does "sathyavangmoolam" mean in a land conversion application?
Sathyavangmoolam (സത്യവാങ്മൂലം) is the sworn affidavit. Since 2025, Form 6 applicants with plots up to 25 cents that are not in the Data Bank can file an affidavit declaring the land is not paddy or wetland instead of waiting for a mandatory field inspection. A false affidavit cancels the conversion. We share the current affidavit format with clients on request.
Is there a fee for checking the status, or for the conversion itself?
Checking the status is free. The conversion fee under Section 27A is nil for land up to 25 cents, 10% of fair value from 25 cents to 1 acre, and 20% of fair value above 1 acre, payable after the order is issued. Fees for the application itself and for certified copies are small and are shown on the portal at the time of filing.
Where can I download Form 6 or Form 7 as a PDF?
The forms are prescribed under the Kerala Conservation of Paddy Land and Wetland Rules and are filled in online through the Revenue eServices Citizen Login (or at an Akshaya centre), so most applicants never need the PDF. If you want the printed format, the Village Office or Taluk Office provides it, and J Group can send the current version and the list of enclosures on request.
