In short

Vizhinjam port’s ₹16,000 crore second phase (5.7 million TEU by 2028) brings logistics parks, warehousing, rail and a liquid jetty to Thiruvananthapuram’s southern belt; the Kochi–Bengaluru Industrial Corridor is acquiring land at Palakkad (1,540 ha) and Ayyampuzha; and Kerala’s Private Industrial Park scheme gives any developer with 10 acres a permit and up to ₹3 crore of infrastructure grant. Where

The three belts where industrial demand is real in 2026

Vizhinjam hinterland (Thiruvananthapuram)

Phase 2 to December 2028 adds 1,200 m of berth, rail connectivity, logistics parks and warehousing; the state is acquiring ~230 acres at Kottukal, Maranallur and Amaravila for port-led industry and building the 62.7 km Outer Ring Road. Demand: CFS/ICD yards, bonded warehousing, cold chain for seafood exports, truck parking and fuel, worker housing.

Kochi–Bengaluru Industrial Corridor (Ernakulam, Palakkad)

Palakkad Industrial Smart City (1,540 ha, medical devices, chemicals, hi-tech manufacturing, rubber and plastics, machinery) and the GIFT City node at Ayyampuzha. Demand: ancillary units and warehousing outside the node boundary, contractor yards, housing and commercial plots along the approach roads.

Kochi ring (Kakkanad, Kalamassery, Aluva, Seaport–Airport road)

Infopark expansion, Kochi Metro Phase 2 to Kakkanad, the draft GCC Policy 2025 and the airport–seaport logistics axis. Demand: IT and GCC office campuses, data-centre sites with power availability, last-mile warehousing, co-living for the IT workforce.

Private industrial parks

Kerala Private Industrial Park scheme — the rules that matter

  • Who. Companies, cooperatives and — since August 2023 — individual developers with at least 10 acres at their disposal (owned or on long lease).
  • What you get. A developer permit and a state grant of up to ₹3 crore towards internal roads, power distribution, water, sewage/effluent treatment and communications; units in the park get single-window clearance and standard-design-factory options.
  • Approval. District-Level Site Selection Committee inspects the land; State-Level Selection Committee reviews the report and issues the permit. Construction must be completed within two years.
  • Land that does not qualify. Paddy land and wetland (nilam), CRZ areas, ecologically sensitive areas, and plantation land. Red-category industries are not allowed in the park.
  • What that means in practice. The 10 acres must be contiguous, recorded as purayidam (or convertible with a realistic Form 7 timeline), outside CRZ and ESA, with road access wide enough for container traffic and a feasible power connection. We assemble such parcels from multiple owners and run the classification and title checks on each survey number before the committee visit.

Questions about industrial land in Kerala

Where is industrial and warehousing land in demand in Kerala right now?

Three belts. Around Vizhinjam port — Kottukal, Balaramapuram, Neyyattinkara, Kattakkada and along the Outer Ring Road alignment — for container freight stations, warehousing, cold storage and trucking. Along the Kochi–Bengaluru Industrial Corridor — Ayyampuzha/Angamaly in Ernakulam and Kannambra/Ozhalapathi in Palakkad — for manufacturing and ancillaries. And the Kochi ring — Kakkanad, Kalamassery, Aluva and the Seaport–Airport road — for IT, GCC office space and last-mile logistics.

What is the Kerala Private Industrial Park scheme?

A developer — company, cooperative or, since 2023, an individual — with at least 10 acres can obtain a developer permit to set up a private industrial park and receive a state grant of up to ₹3 crore for internal roads, power, water, effluent and communication infrastructure. A District-Level Site Selection Committee inspects the land and a State-Level Committee issues the permit; the park must be built within two years. Paddy land, wetland, CRZ areas, ecologically sensitive areas and plantation land are excluded, and red-category industries are not permitted.

Can a warehouse or factory be built on land recorded as nilam?

Not until it is converted. Land recorded as paddy or wetland must go through Form 5 (if in the Data Bank) and Form 6 or Form 7 before a building permit is possible; at industrial extents that is nearly always Form 7 with a water-conservation plan, and the Section 27A fee is 20% of fair value above one acre. We check the classification of every survey number before a site is shortlisted, because it decides both the timeline and the price.

What approvals does an industrial unit need in Kerala?

Land side: classification/conversion, building permit under the Panchayat or Municipal Building Rules, and where the plot is coastal, CRZ clearance. Unit side, through the K-SWIFT single window: Pollution Control Board consent (green/orange/red category), Factories Act licence, fire NOC, electricity and water connections, and environmental clearance from SEIAA for projects above the notified thresholds. Units in KINFRA or KSIDC parks inherit several of these from the park.

Can an NRI buy industrial land in Kerala?

Yes — commercial and industrial property is open to NRIs and OCIs under FEMA; only agricultural land, plantations and farmhouses are barred. In practice the land must already be non-agricultural or convertible, which is exactly the check we run first. Purchase through a company or LLP in India is the usual structure for a manufacturing unit.

I own land near Vizhinjam or on the corridor alignment. Should I sell, lease or wait?

It depends on whether the land is inside an acquisition notification (then the question is compensation — see /services/real-estate/land-acquisition-compensation), adjacent to one (frontage on an access-controlled road may be worth less, a service-road plot more), or in the wider hinterland where warehousing demand is rising. We give owners a written view on classification, likely use, current fair value versus asking prices, and the lease-versus-sale numbers before they talk to a buyer.
